Paul Scharre is CNAS’s Director of Studies and Executive Vice President. Four Battlegrounds: Power in the Age of Artificial Intelligence is his critically acclaimed book. Army of None: Autonomous Weapons and the Future of War, his debut book, was selected one of Bill Gates’ best five books of 2018 and one of The Economist’s top five books to comprehend modern warfare. It also received the 2019 Colby Award.
In his former position in the Office of the Secretary of Defense (OSD), Scharre was instrumental in developing the department’s policy on unmanned and autonomous systems as well as cutting-edge weaponry. He oversaw the working group inside the Department of Defense (DoD) that formulated DoD Directive 3000.09, which delineated the department’s rules on weapon system autonomy. In addition, he oversaw DoD initiatives to develop guidelines for directed energy technology and projects related to intelligence, surveillance, and reconnaissance. Scharre contributed to the writing of the secretary-level planning guidelines, the 2010 Quadrennial Defense Review, and the 2012 Defense Strategic Guidance.
Scharre led a special operations reconnaissance squad in the Army’s 3rd Ranger Battalion and made many trips to Iraq and Afghanistan before joining OSD. He is an honor graduate of the Ranger Indoctrination Program of the 75th Ranger Regiment and a graduate of the Army’s Airborne, Ranger, and Sniper Schools.
To address the issues raised by the AI revolution, national security officials and AI specialists came together as part of the CNAS Task Force on Artificial Intelligence and National Security. The Task Force, which was made up of prominent academics, business executives, and former government officials, looked at how the US could address the threats to national security that artificial intelligence poses.
The Task Force ran from 2018 to 2023 as a part of CNAS’ multi-year Artificial Intelligence and Global Security Initiative.
