China’s Regulators Disclose Rules for Generative AI Services

China’s Cyberspace Administration has proposed new regulations for generative AI services to prevent discriminatory content and false information and safeguard personal privacy and intellectual property.

Generative AI service providers in China must undergo security assessments by the authorities before launching their products to the public.

The CAC’s move follows a global trend of governments considering regulations for generative AI technology.

China’s Regulators Disclose Rules for Generative AI Services

China’s internet watchdog has released a draft of new regulations targeting generative artificial intelligence tools, such as ChatGPT. The rules require companies offering these services in China to prevent discriminatory content, false information, and content that could harm personal privacy or intellectual property. 

The Cyberspace Administration of China (CAC) published the proposed regulation on Tuesday. In line with these rules, generative AI service providers must submit security assessments to authorities before launching their offerings to the public.

CAC’s introduction of these rules reflects global governments’ increasing concern over the risks associated with generative AI. This technology has become increasingly popular in recent months following the launch of OpenAI’s ChatGPT, leading governments to consider measures to regulate its development and use.

Chinese tech giants like Baidu, SenseTime, and Alibaba showcased their new artificial intelligence models, also prompting the introduction of new regulations by the CAC.

The regulators have stated that companies providing generative AI services must ensure their products align with Chinese socialist values. The CAC also added that such services should not produce content that promotes regime subversion, violence, pornography, or disrupts the economic or social order. Service providers must ensure the legitimacy of data used to train generative AI products and take measures to prevent discrimination during algorithm design and training.

The CAC requires generative AI service providers to demand users’ real identities and related data, with non-compliance leading to fines, service suspension, or criminal investigations. Companies must update their technology within three months to prevent similar content from appearing again if their platforms generate inappropriate content.
