Sam Altman Says Regulation of AI Will Be Needed to Help Keep Us Safe

While large corporations roll out vague press releases and close products a few days after launch, ChatGPT breaks growth records, and CEO Sam Altman writes articles about how he plans to lead humanity to a brighter future. Initially, the company positioned itself as a non-profit organization. As OpenAI’s 2015 manifesto reads, “When it does, it’ll be important to have a leading research institution which can prioritize a good outcome for all over its own self-interest. We’re hoping to grow OpenAI into such an institution.” The company promised to ensure that AI is used only for good, saying it would not chase the profits of our shareholders.

In March 2019, the OpenAI non-profit created a subsidiary: the commercial company OpenAI LP. In order to pay options to employees and pay for hardware, and generally continue its research, it created a separate structure that would sell developments. But in order not to be impudent, it said that profits would be limited: Investors would be able to earn a fixed amount, and all the surplus would go to the parent OpenAI, which would be able to use for further AI advancements and reach its fabled brighter future.

After four months, Microsoft invested in OpenAI LP. While it provided computing power to OpenAI, in return, it got exclusive access to OpenAI’s algorithms. Gradually, the company found more investors and collected more and more money. Microsoft’s search engine Bing was one of the newer integrations however even earlier GPT-like models introduced to Github Copilot and Notion.

Elon Musk commented that AI Open is no longer a non-profit company because Altman is selling the technology it creates. However, Altman has a plan of his own, which he has partially revealed in a recent article posted on OpenAI’s blog.

Many people have already analyzed it. We also want to have a look at this post and focus on a couple of points Altman discusses:

🟢 Altman sincerely believes that AI should be available to as many people as possible and as soon as possible. It’s still impossible to think everything through in advance; he believes problems need to be fixed as early as possible, which explains the increase in the number of integrations and the transition from a non-commercial structure to a semi-commercial one;

🟢 At the same time, Altman wants systems like ChatGPT to be independently audited before release. He promises to reveal the thought of the audit later this year, but for now, he notes that he considers it important that the major world governments have an idea about training runs above a certain scale.

🟢 Altman also does not rule out that in order to move into a bright future, it will be necessary to limit the pace of creating new models or create a committee that will decide whether the next AI model is safe and whether it can be released to the market or not.

Apparently, a new regulator is being born right before our eyes. An organization akin the Securities Commission or a trade union organization. Its outlines are still vague, but one thing is for sure: The head of OpenAI is planning to take an important place in this structure. And if you also remember his investments in companies like UBI Charitable and Wordcoin, everything becomes even more interesting.

  • The Italian data protection authority has placed an immediate ban on ChatGPT, accusing it of privacy violation. Other European countries are considering implementing similar restrictions, sparking debates about the role of AI chatbots in society and their impact on privacy, data security, and user safety. The European Union is developing the Artificial Intelligence Act, which aims to strike a balance between protecting individuals from negative impacts and promoting innovation and competitiveness in the EU’s digital economy. Germany may also consider blocking ChatGPT due to data security concerns. Municipalities in France have initiated independent investigations to evaluate the impacts and implications of using ChatGPT. The UK’s autonomous regulator for data is prepared to take action against violations of data protection laws.
  • OpenAI is proposing solutions to address the issues that resulted in the ban of the chatbot in Italy. Garante cited OpenAI’s failure to verify the age of ChatGPT users and lack of legal justification for the collection and storage of personal data as reasons for the ban. OpenAI has committed to presenting a document outlining its proposed measures to the Italian SA by April 6. Other privacy watchdogs in Europe are investigating whether more severe actions are necessary for chatbots.
  • According to Sam Altman, the quantity of intelligence in the universe will double every 18 months. The book “How to Manage the AI Apocalypse as a Sane Human” by Eric Hoel offers a thorough overview of the current situation and the apocalypse’s near future. The major defense of “rational techno-optimists” is that these AI systems cannot be regarded as intelligent since they lack the motivation of an agent and a worldview. If this is the case, neither the threats nor a superintelligence’s appearance is likely to happen very soon.
